Tenant Improvements

Tenant Improvements serves as a basic guide for Airport tenants, consultants, and contractors to plan improvements within Airport property. The main point of contact through this process is the appropriate Airport Property Manager from either Aviation Management (AVM) or Revenue Development & Management (RDM).

The following committees and groups ensure tenant projects meet all relevant codes and requirements. Approval must be completed in the order specified below.

Reference the following standards when in design


Design Review Committee (DRC)

Ensure tenant projects aesthetics complement surrounding facilities. To determine applicability, speak with your Airport Property Manager. The Property Manager can coordinate with the committee if review is required.


Infrastructure Review Committee (IRC)

Ensure tenant projects align with Airport infrastructure assets. Applications are submitted through your Airport Property Manager. More information and application can be found here: https://www.sfoconnect.com/infrastructure-review-committee


ZERO Committee

Ensure tenant projects meet green building codes, environmental compliance requirements, and broader sustainability performance goals. More information and requirements can be found here: https://www.sfoconnect.com/zero-energy-and-resilient-outcomes-zero-committee


Building Inspection & Code Enforcement (BICE)

Building Inspection & Code Enforcement (BICE) ensures all Airport buildings are constructed in compliance with code. BICE will not issue a permit without DRC or IRC prior approval (if applicable). Additional Information

  • Some projects may skip certain committees depending on their scope
  • Additional Permits, Reviews or Approvals may be required depending on project scope or tenant use (such as San Mateo County Health or Liquor License Permit)
  • Mechanics Lien Rights 
  • Prevailing Wage Requirements (Section 12.3 of the Airport Rules & Regulations)
  • Badging & Security


Project Closeout

As-Built Documentation: Once the tenant improvement work is complete, Tenant must submit as-built documents to their AVM or RDM Property Manager. AutoCAD and PDF digital files are required from all applicable disciplines for their areas of work.
