types of ground transportation permits

Limousine

A limousine permit is required for limousines and SUVs, both standard and stretch. Luxury vans require Airport approval if operating under a limousine permit. Limousines will receive a transponder and decals. The decals expire December 31 of each year. There is a refundable bond and refundable transponder deposit. The company must be licensed with the California Public Utilities Commission. The bond can increase to the equivalent of six months worth of trips. Fee Schedule

Charter Permit

A charter permit is required for vans and buses. The vans and buses will have an annual mechanical safety inspection done by Airport mechanics at which time a transponder and decals will be installed. The decals will expire April 30 of each year. The company must be licensed with the California Public Utilities Commission. There is a refundable bond. The bond can be increased to the equivalent of six months worth of trips. Fee Schedule

Long Distance Charter

Charter companies over 100 miles distance from SFO with vehicle’s seating capacity (includes driver) of 11 or greater (buses) qualify for long distance charter permits. There is an annual registration fee for every 10 buses permitted. (See Fee Schedule) Decals will be mailed and no other fees charged. The company must submit a refundable bond when applying for the permit. Companies located within the state of California must be licensed with the California Public Utilities Commission. Out of state companies must provide the Interstate Commerce Certificate and maintain a rating of satisfactory in the Safety and Fitness Electronic Records System (SAFER).

A completed application must be submitted to the GTU for processing. Once finalized, decals for each bus registered with SFO will be mailed to the company. The decals will have an expiration date of June 30 of each year renewing again May / June for the following year.

Vehicles missing decals or displaying expired decals may be cited by the San Francisco International Airport Police Department. Fee Schedule

Hotel

Hotel permits require approval by Landside Operations. Trip fees are based on the type of fuel the vehicle uses. If a hotel requests a permit and will only be transporting its customers to and from the hotel, a TCP is not required. If the company will be picking up passengers from other hotels, a TCP is required. The refundable performance bond is based on six months worth of trips. Scheduled

Scheduled permits require approval by Landside Operations. The company must provide a detailed “Operating Schedule” describing the destinations to be served, schedule, trip frequency, service area(s), and rates. The company must have a PSC authority by the California Public Utilities Commission. The refundable performance bond is based on the schedule which includes number of trips the company makes both picking up and dropping off passengers at the Airport during a six month period of time. Crew

Rent-a-Car

Off Airport Rent-a-Car permits allow you to pick up and drop off your car rental customers at the Airport. This is a courtesy service and no fees are charged to the customer so a TCP is not required. Off Airport Parking

Off Airport Parking permits allow you to pick up and drop off your parking lot customers at the Airport. Check with the California Public Utilities Commission for the state licensing requirements.
