Transportation Network Companies (TNC)


Please note that all commercial operators are required to have a permit to pick-up or drop-off at SFO. 

Applicants must be licensed by the California Public Utilities Commission (CPUC) prior to applying for a TNC permit at SFO.  Visit CPUC Carrier Status to verify status.

All applicants are required to complete a Mandatory Orientation.  Visit the Ground Transportation Permit Calendar to schedule an appointment.

After attending the mandatory orientation, any CPUC authorized carrier may apply for a Transportation Network Company (TNC) permit.  All permitted TNC’s will receive placards that will provide approved vehicles access to the airport.  All vehicles must display appropriate trade dress and placard at all times when operating at the Airport.

Operators must submit a refundable bond for the permit.


If you plan on closing your business and ceasing operations from SFO, please complete the PDF iconTermination Request form. Once a permit is terminated, an operator must wait nine months before reapplying.


Bonds & Deposits

The minimum bond amount is listed below. This amount may be adjusted based on an operator’s trip volumes. Bonds may be paid by money order, cashier's check, Irrevocable Letter of Credit, and Faithful Performance Bond. Bonds and deposits are refundable after the termination of a permit.  Any money owed to the Airport will be deducted from the bond.

30 days or greater from the annual renewal date (per permit) $200.00

Fees may be paid by check and credit card (Visa/Mastercard/Discover).  Cash will not be accepted.

All vehicles must stage for pickups at the TNC Lot on South McDonnell Road.

Pick up and drop-off areas are in the white zones, curbside on the Departures level ONLY.

Transportation Network Companies

The above Designated Areas may be changed from time to time by Director. All such use shall only be permitted during the times so designated by Director.
