Please note that all commercial operators are required to have a permit to pick-up or drop-off at SFO.

If you wish to have an Off-Airport Parking permit at SFO, you may need to be licensed with the California Public Utilities Commission (CPUC).

All commercial operators are required to have a permit to pick-up or drop-off at the SFO. If you wish to have an operating permit, you must be licensed with the California Public Utilities Commission (CPUC) or have been granted Operating Authority by the Federal Motor Carrier Safety Administration for out of state carriers. Visit CPUC Carrier Status or FMCSA to verify status.

All applicants are required to complete a Mandatory Orientation. Visit the Ground Transportation Permit Calendar to schedule an appointment.

After attending the mandatory orientation, any CPUC authorized carrier may apply for an Off-Airport Parking permit.

All SFO registered vehicle(s) will undergo a limited safety inspection after permit approval and every year thereafter.  Upon completion of a successful vehicle safety inspection, a transponder (which records trips to the Airport) and associated decals will be issued.  These items grant access to the Airport.   The permit decal must be affixed to the vehicle’s rear window and replaced each year upon renewal.

The permit decal affixed to the rear windows require renewing each year. There is a refundable bond for the permit and transponder deposit for each vehicle permitted to operate. The transponder records trips to the Airport and bills according to the rates set forth by the Airport Commission.

Renew

Off-Airport Rental Car Operating Permits expire on February 28 of each year.  Annual renewal web notices are sent in December and permits are renewed during the months of January and February.

Annual renewal notices are emailed as a reminder and permits are renewed via the Operator Web Portal during the months of December through February.

There is an annual registration fee (see Fees tab) for each vehicle.  All submitted information will be reviewed to ensure accuracy and all vehicles for renewal will undergo a limited safety inspection after approval of the renewal request.

In addition, vans or buses with less than 11 seats require a certified brake certificate. 11 seats or more vehicle will require a California Highway Patrol (CHP) Inspection. Outstanding trip fees and/or administrative fines must be paid prior to renewal.

If you are planning to cease operating from SFO, please request your permit termination using the Operator Web Portal
