Off-Airport Parking


If you wish to have an Off-Airport Parking permit at SFO, you may need to be licensed with the California Public Utilities Commission (CPUC).

All commercial operators are required to have a permit to pick-up or drop-off at the SFO. If you wish to have an operating permit, you must be licensed with the California Public Utilities Commission (CPUC) or have been granted Operating Authority by the Federal Motor Carrier Safety Administration for out of state carriers. Visit CPUC Carrier Status or FMCSA to verify status.

All applicants are required to complete a Mandatory Orientation. Visit the Ground Transportation Permit Calendar to schedule an appointment.

After attending the mandatory orientation, any CPUC authorized carrier may apply for an Off-Airport Parking permit. This permit is required for all vans and buses, which will require annual inspections performed by Airport mechanics. After a successful inspection, a transponder and associated decals will be provided that grants access to the Airport.

The permit decal affixed to the rear windows require renewing each year. There is a refundable bond for the permit and transponder deposit for each vehicle permitted to operate. The transponder records trips to the Airport and bills according to the rates set forth by the Airport Commission.

Off-Airport Parking renewal season runs from January to February, with permits expiring February 28. Renewal email notices will be sent out in December. There is an annual registration fee for each vehicle. All information previously submitted will be reviewed again to ensure accuracy and current. All vehicles that are to be renewed or added for the next year will require an inspection by Airport mechanics. For vans or buses with less than 11 seats, a certified brake certificate is required. Any balance from trip fees or outstanding Administrative Fines must be received to grant the renewal request.


If you plan to cease operating from SFO, please complete the PDF iconTermination Request form. Once a permit is terminated, an operator must wait nine months before reapplying.


Bonds & Deposits

The bonds are based on the equivalent of six months of trips and may be increased accordingly.  Bonds may be paid by money order, cashier's check, Irrevocable Letter of Credit, and Faithful Performance Bond.  Bonds and deposits are refundable after the termination of a permit.  Any money owed to the Airport will be deducted from the bond.

The bond amount is based on the estimated number of trips made within six months times the designated trip fee (# of trips x 6 months x trip fees).

Annual Registration

Annual registration fees must be paid at the renewal of each type of permit and when adding a new vehicle to a fleet.

30 days or greater from the annual renewal date (per permit) $200.00


Offsite Vehicle Inspection Service Fee (for fleets of 25 or more vehicles) 

  • Less than 20 miles away from SFO (per vehicle) $15.00
  • 20 miles or more (per vehicle) $30.00


Fees may be paid by check and credit card (Visa/Mastercard/Discover).  Cash will not be accepted.

Pick-up & Drop-off Locations

Pick-up areas are restricted to the Courtyard areas listed below, no curbside access is permitted.

Drop-off areas are restricted to the Courtyard as well. However, if your vehicle has less than 24 seats and is less than 30 feet in length, you may drop-off at the terminal departures level, curbside white zones.

Pick-up Instructions

When picking up your party in the Courtyard, please park in the designated staging area located at Surface Lot DD, near the Cell Phone Waiting Lot, prior to entering the Courtyard. One of the members in the arriving party should contact the driver for pickup once all passengers are in the designated Off Airport Parking bus loading area (with their luggage).

Alternatively, vans with a seating capacity of 7 and under (including the driver) with a height no more the 6' 10" may stage in the airport's parking garage. However, the driver may have to pay the parking fee upon exit.

When entering the Courtyard, kindly present the Approved Day Pass to the Courtyard Guard or San Francisco Police for inspection and always be prepared to present a waybill if asked. 

Remember that 20 minutes is the maximum allowable time to stage for your party. This is primarily due to our traffic at the Airport. Guards will be tracking your time there and will instruct you to relocate if the time limit has been exceeded.
